John served for 18 years in the House of Representatives and, from 1983 to 1994, was a member of the Governments of Bob Hawke and Paul Keating as Finance Minister, Trade Minister, Employment Education and Training Minister and finally Treasurer.

He was Chairman of the OECD Ministerial Council in 1993 and in 1988 chaired a Ministerial conference on Education and the Economy which repositioned OECD perspectives on education and training.

Since leaving politics in 1994 Mr Dawkins has advised Australian universities, State and foreign governments on education and training issues. He has worked with The World Bank, UNESCO and the OECD on Education reform projects.

He is Chair of the Australian Qualifications Framework Council, which advises the MCTEE on the maintenance and development of the Australian Qualifications Framework.
